The Rust Armor version is hot dip galvanized inside and outside during manufacturing and then powder coat finished black afterwards. With the Rust Armor version, the powder coating really just ends up being for aesthetic purposes because the hot dip galvanization is such a great process for corrosion protection (20 - 30 year finish). So, in short, yes, the Rust Armor version is still painted black.
